Method Seminar for LPGs: An applied seminar of Method Lecture and Academic Standards Tutorial.

Official export finance has managed to stay off the radar of IPE researchers for most of its history. This seminar will introduce the world of Export Credit Agencies, Buyer Credit Guaranties, Production Loans, and others. We will explore, how export finance produces, influences, and reproduces power structures between the global north and south. We will try to understand how it is possible that billions in public funds are officially channeled into projects that harm local communities, undermine climate protection efforts, and hinder economic development in the global south.
Beginning with the emergence of government-supported trade finance we will explore the rise of officially supported export credit, how the financial crisis of 2008/2009 changed everything, and what neither WTO nor OECD are able to tame the spirits that they called. Finally, the seminar will take a sounding of the potential export credit might hold in the future. Can the least Paris-Agreement-aligned institutions be used to tackle climate change and help to speed up the energy transition?
